"Our client is a top-tier institutional investment bank. The company seeks an AML Compliance Officer who will be responsible for the implementation and maintenance of the BSA/AML/OFAC Compliance Program for the bank. The individual is a subject matter expert in all anti-money laundering and OFAC and anti-corruption regulations affecting the region and will ensure robust policies, procedures and processes are in place to address best practices. The AML Compliance Officer has significant interaction with regulators, internal auditors and senior management globally. The individual chairs the AML Committee and presents AML information to governance committees and regional committee. Primary Responsibilities: Designated BSA/AML/OFAC Officer for the firm’s institutional sales and trading division, investment bank and wholesale banking operations in the US Develop, implement and manage an effective Bank Secrecy/Anti-Money Laundering/OFAC (“BSA/AML”) Program in the US wholesale bank, including the build-out of the enterprise AML program in the region Develop and maintain all written policies and procedures to address BSA/AML Program requirements, including KYC, EDD, OFAC, 312, 313, 314, 326 (CIP), 356, anti-corruption and other emerging areas as identified in the normal course Ensure commercial bank initiatives in the region are adequately addressed, including PTA user acceptance and ongoing CDD reviews Determine requirements and procedures for account opening “Know Your Customer" and Customer Due Diligence Develop and implement procedures for sanctions review and administration in the US, including identification, blocking and reporting of prohibited persons and transactions Leads discussion with both internal auditors and external examiners regarding BSA/AML Program during reviews Provide AML advice, guidance and support to business units Prepare annual BSA/AML Risk Assessment and Self Assessment Ensure AML/OFAC/anti-corruption training is conducted and maintain records where required Participate in high profile technology driven solutions to address AML risk Identify and oversee testing initiatives related to BSA/AML Program Review coordination of government requests (i.e. subpoenas, 314(a) requests, etc.) Coach, lead and develop direct reports. Keep abreast of changes in the law, regulations, administrative rulings, and Treasury interpretations, and work closely with senior legal and compliance officers to adopt procedures to conform to changes. Chair the weekly AML committee meetings and maintain documentation and minutes Senior representation in Global AML Committees Qualifications: At least 8 years BSA/AML experience in a bank or broker dealer knowledge of back office operations, wire payment and trade finance activity. Strong working knowledge of Bank Secrecy, Anti-Money Laundering, USA Patriot Act, OFAC Sanctions, Anti-Boycott, and the FRB/FFIEC Examination Manual is required as well as strong regulatory research background and superior writing skills. Experience with new account opening procedures, static data, wire transfers and check processing is preferred. Familiarity with automated surveillance systems such SAS and Prime a plus.
