Our Client is looking for a Project Controls Manager who is urgently needed for Kuwait. The ideal candidate should have experience in EPC Projects especially in Wastewater Treatment Plants projects with Engineering educational background and knowledge of Project Controls (Planning & Cost Control) related jobs. EDUCATION • Bachelor in Engineering YEARS OF EXPERIENCE • Minimum 18 years of experience in Project Controls with recognized EPC Contractors; • Preferably worked in large size Wastewater Treatment Plants projects. MAIN PURPOSE OF JOB • To provide operational support for contract administration functions at project locations and to supervise and administer the application of PCSD (Project Controls Services Department) approved technical standards, guidelines, and procedures for preparing budgets and forecasts and related cost engineering and planning/scheduling functions. JOB OBJECTIVES • To monitor and review all aspects of PCSD functions on projects to ensure that the quality of the cost engineering, planning/ scheduling and contract administration effort is in accordance with the established company procedures and expectations. • To supervise senior personnel and project teams in the preparation and presentation of cost and schedule forecasts and any other special project performance/ status reviews as required; • To provide technical guidance, training and staffing support in cost engineering and planning/scheduling functions in all projects within a specified country area; • To work with assigned country operations management to prepare consolidated reports and address any specific problems or concerns related to individual projects and/ or PCD staff functions; • To work with PCD corporate chief engineers to coordinate workload and staffing requirements; • To provide direct input to proposals, client presentations and contract negotiations. JOB REQUIREMENTS • Thorough knowledge of and demonstrated experience in all aspects of cost engineering, planning and scheduling, budgeting and cost related services to support project activities; • Skilled in developing and implementing cost and schedule control systems, techniques and procedures; • Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques; • Knowledgeable of current industry and technical developments; • Skilled in oral and written communication with demonstrated skill to present project status information to management and client; • Demonstrated skill in management, supervisory and personnel administrative functions; • Bachelor Degree in engineering preferably Mechanical/ Electrical; • Proven track record with recognized international standard companies, particularly in Middle East operations and projects; • Excellent interpersonal and communication skills with excellent command of English; • Capability to accept responsibilities and accomplish project objectives in a timely manner; • Managerial/ Supervision level experience in the field of project controls; • Computer literate especially with Primavera (P3), Microsoft Word, Excel and Access (all essential); • Minimum 15 to 20 years of experience in project controls for contracting industry operations."
